A TESOL certificate is most often provided by a private recruiting business. One cannot fail the course for the certificate. You just pay your money and get a certificate and some leads to private language schools that the company has a business relationship with. Some companies that call themselves colleges issue TESOL certificates or degrees are simply diploma mills, a very specific use of automation as described by David Noble. The certificates provide no hands-on experience in a classroom.
