Every American citizen is guaranteed privacy rights under the Constitution. As such, The Greatest Administration Ever surveyed the electronic communications of randomly chosen citizens to insure these protections were being honored. Based on this precedent, the electronic communications of certain other citizens have been sealed from the prying eyes of known, or suspected terrorists as the survey is allowed to continue until all the information is in.
