The purpose of the VES was multi-pronged: First and foremost, it served the Vanguard as a scout and patrol service. Second, it conducted exploratory missions among the known worlds and in deep space. Third, it paid for itself through commercial contracts for civilian-partnership scientific missions and cargo hauling. Vanguard personnel aboard VES ships were held accountable to the rules and regulations of the Vanguard. Civilian personnel were relieved of most military protocol requirements (they didn't have to salute senior officers, for example), but part of their charter aboard the VES ship stipulated that they would follow the orders of Vanguard crew or risk expulsion.
