8813 was created at the The Works, a secret factory owned by Palpatine. The workers made him out of the toughest steel and gave him the best technology. He was kept at the factory, and eventually 8813 blew it up on purpose. The Chancellor's advisers were furious with 8813, and when Palpatine asked him why he did it, the Dark trooper said that there were workers that were impostors inside, CIS spies trying to find out more about the dark trooper. When the Emperor-to-be asked 8813 how did he know, 8813's reply triggered something in Palpatine, so he decided to keep the droid for future purposes. 8813's reply was: "I just . . . felt it".
