Jalat is the King of New Armes at the time of the Falenan Civil War. Although a moderate king, as befitting the politics of the Ishvaak Clan, Jalat often had to give ground to the more powerful, hawkish factions of the Grand Council of Chieftains when issuing his decrees. As such, when the House of Godwin offered all former Barows lands to New Armes in exchange for their aid against the Loyalist Army, Jalat was unable to fight the majority opinion on the council and agreed to fight. He did, however, dispatch Shula Valya and the Western Marine Corps, not to battle, but to ensure that other hard-line divisions, particularly the Southern Mountain Corps, would not commit any atrocities in Falena.

Following the defeat of the Southern Mountain Corps, the death of Jidan Guisu after being abandoned in Falena by Maha Sparna, and the execution of Maha herself for her cowardly actions, Jalat was able to seize the shift in momentum to push forward more moderate decrees keeping New Armes from attacking Falena while unofficially sending Shula Valya and his bodyguards to Falena in order to aid the Loyalist Army. Following the war, Jalat pushed for a peaceful relationship with Falena, with the entire country soon reaping the effects as trade increased, corruption was uncovered and justice ensured by travellers from all over the region.
