Paynia, however, can also refer to either the First*link* or Second Paynian Republics*link*, or the contemporary First Paynian Empire. Paynians developed a code and culture very distinct from Tomonia and other countries. Centuries ago, Paynia was a fledgling kingdom, a highly advanced and rich one at that. They were very peaceful and maintained only a small army, often focusing on defenses if the time came that there was no other choice but to fight.

Paynia, however, can also refer to either the First*link* or Second Paynian Republics*link*, or the contemporary First Paynian Empire. Paynia as a country has existed since CC 1834. Its origin as a tiny, mountainous and landlocked country under the sphere of influence of Tomonia*link* bought it little prestige and life was hard for many of these Paynians. However, it was the only country on Oroia with a dominant Paynian population, an ethnicity long denied independence. However in the First Tomonian Civil War*link*, many cities with a dominant Paynian population revolted and succeeded. Despite Paynia often being considered rightful, "core" territory of the Tomonians, international pressure and lack of local support lead to Tomonia having to settle for the country being practically subordinate to Tomonia. Despite not having its own foreign policy, Paynia would, under the leadership of several great Presidents, one King, and eventually an Emperor (though Paynians would call him an 'Overlord') slowly become a more prosperous and developed country. Much of the early Paynian country was spent as a corrupt and poor Republic. Although a lot of Iron, Silver, Gold, and other precious metals waited in abundant veins in the Paynian Mountains*link*, a Tomonian neglect to build infrastructure in the province termed as 'Paynia'*link* lead to severe problems of actually tapping these resources. Thus, Paynia was very poor in its beginnings. It did not help the finances of Paynia that it was landlocked - completely surrounded by Tomonia, and thus separated from merchant fleets of other nations and blocked from building its own.
