Brian Farrell was a Commander who was killed in a gunfight between terrorist Seth Shakir and two drug dealers. His body was later washed up on a beach which resulted in NCIS being called in to investigate. Farrell also co-founded "Urban Lights", a night-time basketball program that helped get at-risk youngsters and teenagers off the streets. As such, they gave him the nickname, "Seadog" for doing so but the program was shut down albeit temporarily after a news report claimed that Farrell was linked to the illegal smuggling of drugs into the Norfolk area.
