Unlike the previous, the Second Great Samurai War was far more politically charged and organized, being fought by nine conflicting sides, and was far bloodier than its predecessor. The Second Great Samurai War arguably began with the event known as the Arashi Civil War, and reached its climax sometime before the earliest foundations of the shinobi way were laid. The Second Great Samurai War was fought primarily between four sides; the Land of Iron and Land of Spirits were known to have allied with each other, as did the Land of Blizzards, Land of Forests, Land of Echoes and the Land of Tornadoes. A third faction was between the Land of Volcanoes and the Land of Canyons, and the final was the Land of Storms. By the war's end, the Land of Iron has risen to once again being the dominant samurai district, while the Land of Canyons and the Land of Echoes became impoverished. The first alliance between the Land of Iron and the Land of Spirits was called the Duumvirate Alliance (二頭政治同盟). The second faction forged between the Land of Blizzards, the Land of Forests, the Land of Echoes, and the Land of Tornadoes was called the Four Nation Consortium (よんネーションコンソーシアム). The third power created from the Land of Volcanoes and the Land of Canyons was called the Legionary Union (退役軍人会の連合). The final affinity formed from the Land of Storms and numerous lesser and minor samurai villages was called the Imperial Coalition (インペリアル連合). The Second Great Samurai War was the last global conflict between the samurai. With the destruction having been wrought through the samurai's conflicts, much of the world turned to the shinobi, which emerged shortly after the war's end after the death of the Sage of the Six Paths, as an alternative military force. With the war's end, the samurai professions as a military force remained, but became more and more restricted, which was an additional factor in the shinobi garnering more popularity over the samurai over time. The Shoguns, battle-hardened and every wary of war, consolidated their power, closed their borders from outsiders, and began honing themselves for what many believed was the inevitable Third Great Samurai War. Despite to the carnage left in its wake, the Second Great Samurai War left behind a powerful, scarring legacy, especially for the succeeding shinobi wars. Some, such as the current Seishinshogun, believe that since the world first engulfed itself in war, the wars between of the greatest military powers had become forever chained by fate, almost prophetic in its continual occurrence. Like their predecessors, he also saw that the shinobi would become hated as the samurai were, and with that, the recent resurgence of the samurai would mark the countdown to the unavoidable war between the shinobi and the samurai.
