As the Particracy Game System cannot deal with such elections, a formula is used to determine the number of seats won by each party. The idea is to simulate the effect of 'First Past the Post' elections. The basic effect is that seats are disproportionately allocated to larger parties, and the greater the margin between parties, the greater the effect. Very small parties which are canny enough (and we assume that all parties are fairly canny) will only stand seats where they are likely to win. Therefore, for parties who get enough votes, they are guaranteed a minimum of seats.
