The Imperial Confederation of Vanuku is made up from five separate states that have a very large independence from the Vanukuian government. All states however, answer to the Emperor and his cabinet but most affairs are decided upon within the Federal State and it's legislative council. Federal States are headed by a State-Governor (Vanukeaans: Staats-Gouverneur) who is appointed by the largest party in the Federal State. * Province (Vanukeaans: Provincie) - Federal States are divided into Provinces. Provinces are headed by an Imperial Commissioner (Vanukeaans: Keizerlijke Commissaris). These are appointed by the Emperor and the State-Governor of the State where the Province is located in. * City District (Vanukeaans: Gemeentedistrict) - Provinces are then divided into City Districts, areas based around a large city or town in the area. These regions are headed by a Mayor (Vanukeaans: Burgemeester) who are appointed by the provincial Imperial Commissioner. All mayors are approved by the Emperor.
