He used the old Orange Free State (1854–1902) as his basis. Having formed his government in Burlington City, he renounced his Irish citizenship, but retained his Irishness. On February 17, 1902, the Orange Free State of Burlington was born, with the passage of its first constitution, the "Burlington Articles." The Articles promised an Irish State dedicated to Roman Catholicism, and protecting the Irish identity, free from British rule, but still retaining the basic British government system. The Burlington Articles created a loose network of small confederations within the Burlington State: Burlington City, Providence, and Orange. (They subsequently became "counties" when the State of Burlington was born from the Proclamation Act of 1939.) Each confederation was independent, but answered to the federal government-legislature, the Administrative Council, and the Catholic Church.
