The Q'uonek was a secret group present within the Klingon Empire and conducted operations in the 24th century. Intelligence sources determined that Lursa and B'Etor of the House of Duras were secretly working in the Gamma Quadrant in order to gain valuable resources such as mineral deposits for their cause. In order to determine the validity of this report, Chancellor Gowron assigned the Q'uonek to determine this claim. This led to their agent Katha being inserted onto the IKS 'Avwi as an Imperial Adjunct as part of her cover story. (DS9 comic: "Lightstorm")

It is possible that this is another name for Imperial Intelligence.
