The research ethics conspiracy is a way for THEY to hush down research that they find inconvenient. They simply figure out what research must be done to prove it, and then make up ethical rules that forbids said research. They use mass media (which they de facto control) to brainwash the public into feeling that the research would be unethical, and then leave it to "democratic" public participation in research ethics committes to actually do the banning. Since peer review journals do not publish research that they consider "unethical", it is a perfect way to mob the inconvenient facts.
