Donovan Cooley was a soldier of the British Army and a former prisoner inmate and friend of James Grayson while in prison. Like James, he was sentenced to death row. During his sentence, Cooley made peace with his life and crimes. He was apparently exonerated when he was recruited by Lt. David LaSalle from SRPA'S Sentinel team Specter. Even though Cooley wasn't a Sentinel, LaSalle commanded him to scout out and look for people as potential recruits for SRPA.

Stephen Cartwright's diversionary assault on the Paris Tower. He was killed during the battle when the VTOL he was in crashed into the Seine River, killing him and a few other soldiers.
