The O levels refer to Oppressive, and T refers to Totalitarian. Precise laws and restrictions can vary. The law level doesn't necessarily mean all weapons in the levels before it are banned (unless specified). There could be a government with Law 4 that merely restricts the ownership of semi-automatic rifles and the previous weapons, rather than banning them. They might even allow ownership of explosives, although it would be wise to assume a very heavy restriction on those if the government is going so far as to restrict semi-automatic rifles. It is still listed as a high-tier law because of the potential for being used as a ban for something so simple. 0LawlessNo weapons are banned.
