The GAO Information Technology Investment Management (ITIM) framework was developed to provide a common structure for discussing and assessing IT capital planning and investment control (CPIC) practices at Federal Agencies. It describes essential and complementary IT investment management disciplines, such as oversight of system development and acquisition management, and organizes them into a set of critical processes for successful investments.
