Commander Tann is an NPC that is first seen in the Crypts that are near Fort Locke. You will find him in the room with the Shadow Priest and the Strange Alter. Saving him (through the regular conversation) starts another quest that will have you searching, along with Commander Tann, for 3 more of his men. After you find the remainder of his men, one of which is Bruneil, you will escort him back to Fort Locke where you will meet up with Vallis, whom had taken over the fort in Commander Tann's absence. Be aware that none or a failed Diplomacy check will lead to a fight. It's possible to avoid the fight with a high enough Intimidate check. Vallis will not be intimidated, but his soldiers will. These are probably the hardest hitting guys that you will have met, to date.
