The Special Tactics Service was a commando unit of the United Rebel Front. Initially begun in 2516 by Howard Graves at the urging of Colonel Robert Watts, the unit was designated to carry out high-risk missions across UNSC-controlled space. In order to find the most skilled candidates for selection, commanders of rebel groups under the URF's banner were ordered to recommend troops under their command for a 'special group'. After a year of poring over recommendations, rebel-aligned 'dumb' AI came up with a list of fifty troops who were considered to have a 99.9% chance of success during training.

After a year of poring over recommendations, rebel-aligned 'dumb' AI came up with a list of fifty troops who were considered to have a 99.9% chance of success during training. These fifty troops were offered the opportunity to join the Special Tactics Service. In accordance with the AIs' predictions, all fifty accepted, and successfully completed training. In 2518, the unit was declared active, and began operations. However, in 2525, the entire unit was killed when Blue Team blew out the airlock on Eridanus Secundus soon after they arrived for a review by Colonel Watts. This led to the unit being inactive until 2537, when it became reactivated, with the Victorian Independent State as its official headquarters, although it operated under the auspices of the United Rebel Front. After the dissolution of the Independent State in 2553, the STS was dissolved along with it, although its operators continued to act as commanders for rebel groups and commando units through the 2560s.
