HistoryText	Sergeant Doug Halliday is a police officer who doesn't follow the law. He led a small organization of corrupt officers in the 29th precinct. He and his men would, "take their lick where they could get the" and showed new officer Kenny Osbourne the ropes of how they ran things. When the EMS picked up attractive Gretchen Culver after being hit by a vehicle, they drugged her and planned on raping her. Sam Burke and Twitch Williams started getting too close to pinning the murders on Halliday when Wayne Tannanger, Culver's ex-fiance, hired them to investigate. The rookie cop, Kenny Osbourne, confessed to the crimes he and his men had performed. Halliday and several other officers then shot and killed Wayne and Osbourne to hide the evidence. When Suture returned to the Police Headquarters to get revenge, Halliday attempted to escape. He made it so far as an abandoned carnival near the East River, but Suture caught up and slaughtered him in the same fashion as her other kills. Sam and Twitch found his body hung up like a marionette.
