With a : or a ;, it functions like a normal POSE or SEMIPOSE, but with the ship's name instead of your own. Otherwise, it acts like an emit. You can specify a ship OTHER than the one you are in, in order to better RP in fleet situations, but you must control the ship in question--you cannot spoof ships you do not control.
