Kenzo Noda was born on August 12, 2617 to Zemin Kojimo and Mazaki Zuatumi in the Region of Hilgar of Greater Hulstria. Noda is married to Kenzo Akihito and has two sons; Kojimo and Makoto. In June 2662, she became the chairwoman of the Vereinigte Freiheit Allianz following the suicide of James Buchanan. Under her chairmanship the party entered a large dispute with the Fascist Authority Party, which disbanded shortly after the dispute. The conflict led to the Kaiserliche Hulsterreichische Partei and the Christian Liberal Party to refuse any association with the VFA in coalitions. When the Revolutionary Republican Army overthrew the VFA, Kenzo was imprisoned by the RRA and held until the Imperial Diet made RRA-affiliation a crime.
