Text Encoding Converter is an extension in the Classic Mac OS. This extension allows your Macintosh to read lesser-used or differently-mapped characters. The positioning of commonly-used characters, such as the basic A-Z alphabet, are in unified mapped locations. However, some computers store the position of lesser commonly used characters (such as accented characters or characters with lines above, under or cutting into them) at different positions or they are accessed differently depending on the platform.
