A ghost Declaration of War is when one alliance (A1) declares war on another alliance (B2) with no intentions of fighting alliance but allowing their allies (A2) to enact optional aggression clauses in their treaties to declare war on the B2 alliance. It's used either offensively or defensively. It has seen increased usage in recent years, especially in the Dave War and Equilibrium War.
