The trigger to using the stones is the shrine on Meadow Island. You can't collect any Sun Stones until Spring 10 or the first sunny day thereafter, when the entire island population hears a strange voice coming from the Meadow Island. Only you can see Agete the red Harvest Sprite, keeper of the Sun Stone shrine. Agete explains that the rest of the islands sunk and asks that you bring him Sun Stones so that they can return to the surface. You can resurrect the islands in any order you want. You just have to collect the necessary Sun Stones:

You can complete tasks and receive stones as rewards, receive them as gifts from your villager friends, or you can just find then by investigating locations around the islands. When you have collected enough stones to revive an island, return to Agete and ask the sprite to resurrect an island. You can visit the island immediately after it has been revived. You can resurrect the islands in any order you want. You just have to collect the necessary Sun Stones: * Animal Island: 10 Sun Stones - An island where wild animals live. If you befriend the animals, you can ask them to locate items for you. * Volcano Island: 8 Sun Stones - A fiery place where the mine is located. You need this island to unlock Will and Lily * Mystic Islands: 12 Sun Stones - A pair of islands with a bridge connecting them. Witchkins and Witch Princess live on one side, and Alisa, Nathan, and the Harvest Goddess live on the other side. * Mushroom Island: 12 Sun Stones - Shea and Wada live here, where wild mushrooms grow every day. You also need this island if you want a pet pig. * Link Island: 3 Sun Stones - A small island north of your farm. It is the "stepping stone" to the three other farming islands. You need to have Gannon build a bridge to each one of them. * Greenhouse Island: 10 Sun Stones - The island to the left of Link Island. Gannon can build a greenhouse here that allows you to grow crops in any season. Link Island has to be unlocked before you can unlock Greenhouse Island * Rice Island: 5 Sun Stones - North of Link Island is where you can plant Rice. You still need a Yellow Wonderful on your hoe to till the soil, and the only thing that grows here is Rice. Link Island has to be unlocked before you can unlock Rice Island. * Fruit Island: 10 Sun Stones - This island is where you can plant up to 20 tree, and it is to the right of Link Island. Link Island has to be unlocked before you can unlock Tree Island. After you have the main 15 islands unlocked, Wada's Sunny Island will sink to the bottom of the ocean! The island was affected by the same problem that caused the other islands to sink, but the Harvest Goddess can use her magic to make sure it never happens again. Before she can do that, you will need to find the remaining 30 Sun Stones to raise Sunny Island. Until you do, Wada will live on Mushroom Island with Shea. Before this event, Wada lives on Sunny Island and only spent Wednesdays and Thursdays with his adopted son on Mushroom Island.
