She had a similar level of security clearance to Elias Vaughn. In April of 2376 Shalhib participated in a four way conversation with Admirals Presley and Richardson and Commander Elias Vaughn to discuss Vaughn's desire to take the posting of first officer on Deep Space 9. Shalhib in particular put forth convincing arguments against Vaughn taking the assignment, but all three finally agreed when Vaughn threatened to retire from Starfleet. (DS9 - Avatar novel: Book Two)
