Although Umbridge attempted to use this decree to appoint a replacement Divination professor after she fired Professor Sybill Trelawney from her post, Dumbledore was able to appoint Firenze to the position instead, as the Decree only allowed the Ministry to appoint a teacher to a subject if the current Headmaster could not find one himself.
