That Forbound had been created as a reaction to the Lovian Civil War. After the Civil War, the organization was disbanded, but as a new crisis arose in Clymene in April, 2014, the Tsivilni Forbound 'Oshenna was re-established as a preventive measure against a possible escalation of the conflict into Oceana.
