De Jedi High Council bestond gewoonlijk uit twaalf leden. Deze Jedi Masters (Jedi Knights waren ook toegestaan maar dat gebeurde heel zelden). De leden werden gekozen op basis van hun verdiensten om de Jedi Order vooruit te kunnen helpen en ook om de Supreme Chancellor met raad bij te staan indien nodig. De Council bestond meestal uit vijf permanente leden, vier leden voor langere termijn en drie leden voor een korte periode. Nieuwe leden van de Council werden enkel benoemd door de Jedi High Council zelf. In 19 BBY doorbrak Palpatine deze traditie door Anakin Skywalker aan te stellen in de Council. Destijds zetelden er ook twee Senior Council Members: Yoda en Mace Windu. Elk lid had er een eigen stoel aangepast aan zijn of haar fysiologie. Vermoedelijk ontstond dit orgaan uit een vergadering van een aantal Jedi Masters. Rond 4700 BBY werd de eerste vergadering van de Council gehouden. Vooraleer dat de Jedi Order zich vestigde op Coruscant kwam de Council ook samen op andere planeten. Op andere planeten bleven wel de locale Councils samenkomen zoals op Dantooine.
