On top of this, his presence in a deck buffs the health of all friendly Rebel Army units, making him an exceptionally powerful support unit. But he's likewise exceptionally difficult to unlock - the only ways to get parts for him are through the Extra or Rare Shops (selling 2/3 parts at a time), or the occasional Rebel Army Event Crank.
