Mr. Gowdy was a building inspector in Los Angeles in the mid-1990s. In January of 1994, he was assigned to inspect the houses of the Hollywood Hills in the aftermath of the Northridge earthquake. Among the houses that he red-tagged for demolition was the cantilevered house of LAPD detective Harry Bosch.
