In 26 BBY, Obi-Wan Kenobi and his friend, the Svivreni bureaucrat Tyro Caladian, filed one of those on Senator Sano Sauro, whom they believe was committing several crimes. Sauro used his right of refusal to block the order indefinitely — something he should be legally unable to do, but the Senate Procedural Committee approved Sauro's request.
