A staticverse is a universe with chaotic laws of physics, leading to most of the universe being entirely unpredictable. All physical properties in a staticverse vary rapidly and apparently randomly. This means that, to an observer looking at a staticverse, it resembles TV static, with nothing complicated arising except by chance and for infinitesimal periods of time. Any life in a staticverse, if present, would have to be of the form of ephemeral Boltzmann brains. Producing complicated thoughts would be very difficult, however, as these would immediately vanish into the static.
