Matsumoto Rangiku is an incredibly powerful Shinigami, who is well respected by the rest of the Gotei 13. While she does find paperwork boring (very few people find it exciting), she does work hard when she has to. She's just very skillful at dumping her paperwork on to her workaholic captain. However, "loving" paperwork is probably not as high on the "qualities necessary to be a vice-captain list" as are things like leadership, power, strong sense of duty etc, etc. All those qualities Rangiku has. Making her a very well qualified person to hold the post of vice-captain.
