The Detapa Council of the Cardassian Union, also known as the Citizens Council, is the civilian governing body of the Cardassian Union. In times past, the Council theoretically controlled Cardassian Central Command and the Obsidian Order, but in reality Central Command and the Order controlled the Union and the Council had very little power. In fact, while the Council was supposed to be a civilian body, at least one member of the military was a sitting member in the 2370s. The Council is presided over by a Chairman; individual members are known as Councillors. (DS9: "Defiant", "Return to Grace"; Star Trek: Sigils and Unions: "Cardassian Sunrise") In 2372, following the destruction of the Obsidian Order in the Omarion Nebula, the Detapa Council led a successful uprising with the help of the Cardassian dissident movement and asserted its power over Central Command. Unfortunately, the Klingons took this uncharacteristic rebellion by the Cardassian people as a sign of Changeling infiltration (while themselves under the influence of a Founder in the form of General Martok) and launched a pre-emptive strike against the Cardassian Union. The Detapa Council was forced to evacuate. In 2373, Gul Dukat unilaterally negotiated the Cardassian Union's entry into the Dominion. At least one member of the Council, Kotan Pa'Dar, was executed at this time in revenge for a long-standing political enmity with Gul Dukat, and the Council was relegated back to its old role of signing off whether it wanted to or not on the unilateral actions of the military dictatorship. (DS9 novel: Objective: Bajor) In 2372, shortly after the fall of the Order, the Council overthrew Central Command and established control over the government. When the Klingon Empire invaded Cardassia, the Council was evacuated and given temporary shelter aboard Deep Space 9. (DS9 episode: "The Way of the Warrior") By 2389, Elim Garak was a member of the council. While being interviewed by reporter Jake Sisko, Garak expressed hope that the council would not revert to the pure military ways that were used by the Cardassian Union in the past. He was also cryptic regarding the six ships the Detapa Council had sent to help the United Federation of Planets in Romulan relief efforts. (ST website: The Path to 2409) Due to the continuous political upheaval affecting Cardassia in the last few decades, the formal title for the head of the Detapa Council has varied. Previous titles used by the Cardassian head of government have been First Speaker and Chief Executor. The current Cardassian governmental leader is known as the Castellan. In 2385, the Detapa Council was expected to endorse the Cardassian Union's entry into the Khitomer Accords. (ST - Typhon Pact novel: Plagues of Night)

(DS9: "Return to Grace") Following the fall of the Obsidian Order, shortly before stardate 49011, the Council, along with the Cardassian dissident movement, overthrew the Central Command, and established control over the government. Gul Dukat served as chief military advisor to the Council following the revolution. The Klingon Empire believed the coup to have been engineered by the Dominion, and used it as a reason to invade the Union in the Klingon-Cardassian War in 2372. During the initial invasion, the Council was evacuated from Cardassia Prime aboard the Cardassian warship Prakesh, and given temporary shelter aboard the Federation space station Deep Space 9. The council later returned to Cardassia without incident and several members conveyed their personal gratitude to Benjamin Sisko and the station's senior staff. (DS9: "The Way of the Warrior") Dukat talked to the Detapa Council later that year, after having captured a Klingon Bird-of-Prey. Although the council was impressed by his accomplishment and offered him his old post, they also ordered Dukat not to engage the Klingons further. (DS9: "Return to Grace") The Detapa Council was overthrown in mid-2373, when the Cardassian Union joined the Dominion. (DS9: "By Inferno's Light") Diane Carey showed the members of the Detapa Council in her novelization of "The Way of the Warrior". The Council also makes an appearance in the Malibu comic book issues "Sole Asylum, Part One" and "Part Two" set in late 2371.
