Michael Franklin Harcourt (born January 6, 1943) is a retired American politician who served as Governor of Pacifica from 1987-1995 and was Ambassador to Alaska from 1997 until he retired in 2003. Prior to the Governorship, he was Mayor of Sahalee from 1982-1986 and was a Sahalee City Councilman from 1974-1982. A moderate, Harcourt defeated the incumbent Lieutenant Governor in the primary and then defeated Nanaimo Mayor Joe Spiller in the 1986 general election.
