Routh Xamis was a male human from Coruscant. He was appointed admiral to an Imperial garrison that was to patrol the Northern Outer Rim. When the Galactic Empire dispersed, he moved into the Unknown Regions to subdue some of the colonies started up by the New Republic. He created a secret alliance with the Allok to keep sector he stationed himself in under control. But a small resistance formed and rose against him. He had the leaders assassinated, and left the sector in ruins, but keep rule over it. When Tesh Vohore became involved in the region, he helped the local resistance rise up against him one more time. He was killed by Ush Bendar, the man he hired to assassinate the leaders of the resistance.
