| - In Holy Empire of Jinavia, the Imperial Gendarmerie Corps is the military service in charge of public security police duties among the civilian population. It is also a military police force. It has a strength of more than 12 milions. They are organized into twenty-eight regional ("Group") commands encompassing the 560 provinces. In each Command, the provincial Gendarmerie commander, a Colonel or Brigadier General, advises both the Prefect and the Quaestor on matters of security and maintains direct charge of the subordinate gendarmerie commands. However, usually the Provincial Commander is also the local Quaestor. To foster detachment from local groups and their interests and quarrels, gendarmes are usually assigned away from their home areas. It has the status of Armed Force and therefore depends on discipline, organization and logistics from the Imperial General Staff, on operational and functional basis by the Department of Public Security. Due to the double chain of command, the Gendarmerie civilian supervision bodies are both the Department of Gendarmerie, within the Ministry of War, and the Department of Public Security. The Gendarmerie is sometimes referred to as "The Old Lady", and the gendarmes as "The Blacks". The symbol of the Gendarmerie is a flaming grenade. For what regards self perception, it is to note that the esprit de corps of the Gendarmerie is very strong, even if it is an organization by its very nature fragmented and dispersed. Although there is greater solidarity between those belonging to the command or the same service, each Gendarme Gendarme recognizes another as belonging to the same privileged caste. It is rare, however, that when a Gendarme commits a crime, Gendarmes raise critical voices on the work of their colleagues. The attitude of coverage and justification tends to almost always prevail. The dominant self-representation is that of the Gendarme poorly paid and in the front line to protect citizens. Lack of men, staffing cuts, parked cars for lack of fuel or awaiting repairs for which there is no money, forced and unpaid overtime turns. The violent behaviour at the limit of legality fit into the category of acceptable practices, or at least justifiable, in the profession of Gendarme.
