The president of India is both the head of state and head of government of India. The president is elected for a 4 year term by universal adult suffrage. India has a unicameral congress, consisting of a senate (upper house) and house of representatives (lower house). Senate elections are held every 6 years, Representative elections every 4. Each of the 28 states of India holds local elections every 5 years.
