The Hellflapper is an enemy from Final Fantasy IV -Interlude-. It can be a nuisance as its ability Wing Scales may inflict Blind on a party member. The player can circumvent this by inflicting Confuse on Hellflapper, with Porom's Cry being the preferred method.
