Helga Watson was the principal of the New Raccoon City Highschool while the city was being constructed from scratch. She was known for her beliefs in a facist like school with her as what the students called her as "Der Fuhren", under her direct order. All respected her except for Dean Miller, who would often speak out against her rule over the class and was always ready to duke it out with her whenever she came through into the classroom he was in.
