With confirmation about Bloodtox's effectiveness on Alex Mercer, Blackwatch starts to deploy it using blowers specially built for the deployment. Mercer's mysterious contact informs him about the initial deployment locations. Mercer knows that if Blackwatch should succeed with the deployment, he would be unable to operate within the city. Since its deployment, the rate of infected casualty has begun to raise. Nine blowers have been set up in different locations in the area. Eventually, Alex destroys these blowers to self sustain.
