In this game the player takes on the role of a high-up Hooligan and gathers their forces to wage war across Europe, fighting other gangs and basically causing as much mayhem as possible - the Hooligans are based on real-life football hooligans, which caused concern when the game was released as it was seen as glorifying violence in sport.
