The Permanent Senior Undersecretary for Foreign Affairs was the senior bureaucratic official within the Foreign Ministry of the Solarian League, and the actual person in charge of the League's foreign policy despite the office's nominal subordination to the Foreign Minister. Together with the fellow Permanents Senior Undersecretaries of the Interior, Commerce, Education and Information, and the Treasury, this official formed the Quintet that actually ran the government of the Solarian League.
