The Imperial Chancellor was a top official in the Shi'ar Intergalactic Empire, second only to the ruling Magister or Magistrix, and in fact appointed by the ruling monarch. Technically, either Shi'ar or non-Shi'ar could serve as Chancellor, but non-Shi'ar Chancellors were rare.
