Althought they count as a gang, the Neightbourhood Watchers (located in Creston Heights) actually see themselves as protectors of their neighbourhood, and are wary of any outsiders. They are led by a Catpain Falco, who, unlike most other gang leaders, has no interest in expanding his territory. However, he does not tolerate losing any to what the gang call the "outsiders of the neightbourhood".
