While it is indeed manufactured by Cabbage Corp, which has the significant role in the airships being weaker, it is most clearly painted in the Earth Kingdom colors. As such, if anyone in universe would view those airships, they basically scream "Earth Kingdom airship" as opposed to "manufactured by Cabbage Corp airship". Since Mako referred to the crashed airship as "Ba Sing Se airship", that name has a canonical reference. However, I don't think it's a stretch to say that the airships are used by the EK military all over the nation. As such, "Earth Kingdom airship" has a much broader use.
