Though it is debatable that blanking out emotions will actually increase capabilities for rational thought, disconnecting emotions may be able to enhance intellegence. The major hurdle in this design is the complexity of the human brain; disabling all emotions at one would require full knowledge of the human brain and control of all 100 billion neurons (directly or indirectly), which may be possible by 2025 according to Kurzweil and extrapolation of Moore's Law. It would be beneficial to see the difference in simulations with an on/off capability. Also, it is not a good idea to disconnect all emotions because some of them are important for morality.
