The Romulan Assembly was a body present within the Romulan Star Empire. This body most commonly refers to the assemblage of the Romulan senate, heads of Romulan ruling clans, military leaders, and the Romulan praetor. The Romulan assembly is only called upon during extreme crisis situations. Garak used an untraceable poison on the Gentlemen Usher to the Romulan Assembly. (DS9 - Millennium novel: Inferno)
