The First Toa were the first group of Toa ever, in the entire universe. Even though Hangi was the first Toa, he didn't belong to the group. The First Toa were created by Mata Nui and placed into the Ancient Suva, where they could be released from through Toa Stones, if needed. Later, when Ilona was transformed into a Toa by Hangi, she became a part of the group.
