Chuck Bayliss was a man who worked at a cab company that murder victim Atif Nukunda worked for, having gone gypsy or rather off the books. It's presumed that once Akaba found out that NCIS were investigating, he killed Bayliss to stop him from talking. The NCIS Major Case Response Team arrived seconds after Bayliss had been shot dead but were unable to do anything else and as such, were forced to watch as the assassins fled on a motorbike although the assassins were later arrested.
